The Trump administration may be entering a protracted fight with federal employees over telework as it tries to force workers to return to the office at USDA.
Some 81% of Farm Service Agency employees are in their offices full-time, and the limited availability of telework has contributed to some extent to recruitment and retention challenges, according to a Government Accountability Office report.
