The Newsom administration is drafting an emergency regulation to curtail senior water rights for thousand of farmers who depend on deliveries through the Delta.
Gov. Gavin Newsom on Monday declared a drought emergency in 39 additional counties and announced a new budget proposal aimed at providing drought relief.
The resiliency of farmers in the San Joaquin Valley is going to be severely tested as surface water allocations are limited and groundwater sustainability plans begin to be implemented.
