Sen. Joe Donnelly, D-Ind., reiterated today that the Senate will soon debate a farm bill that he hopes will be focused more on crop insurance and conservation than direct payments.
The administration released a fiscal year 2014 budget proposal Wednesday that includes a mostly flat $22.6 billion in discretionary funding to the Agriculture Department and would eliminate direct farm payments while trimming both crop insurance subsidies and conservation programs.
Implementation of legislation (S. 601) that would authorize funding to modernize the nation’s locks and dams, assist with flood protection and restore key environmental areas would cost about $12.5 billion over a 10-year period, the Congressional Budget Office (CBO) says.
