As Newsom pitches $22B climate budget, a long-stalled conservation program gets attention

California Gov. Gavin Newsom will soon unveil a revised budget proposal that adds more details to a new $22 billion climate package. Yet some agricultural counties and farm groups say a decades-old farmland conservation program could be revived and accomplish some of the same goals.
